Role Description
This is a full-time on-site Chief Estimator role located in Landover, MD. The Chief Estimator will be responsible for overseeing the estimation process, analyzing project plans, determining costs, coordinating with clients, architects, engineers, and subcontractors, and ensuring accurate budget forecasts. The role will involve collaborating with various stakeholders to deliver successful construction projects within budget and timeline constraints.
The Chief Estimator is the primary member of the Meltech estimating team who has overall responsibility for the estimating department. The Chief Estimator is responsible for the oversight of the estimating process for all projects bids and awarded, and will use established procedures, methods and processes for the estimating department.
The Chief Estimator will oversee analysis of past performance on projects and establish estimating standards for all future estimates based on such analysis and assist in oversight of the historical cost database and bid management and estimating software.
The Chief Estimator works with the COO to oversee department standards for deliverables such as bid packages, deliverable formats and budget tracking tools.
The Chief Estimator will review RFP’s, project plans and specifications, and collaborate with various stakeholders to establish project scope, costs, and timelines. Manages and coordinates the people, and other resources used to perform the estimating functions. All Project types range from fully defined “Bid-Build” Projects) to “Design-Build” Projects.
Duties: ESSENTIAL FUNCTIONS
• Assigns responsibilities for estimating team on each bid.
• Reviews project plans and specifications and coordinates with the team to confirm complete scope.
• Identify risk issues and their order of magnitude, and conduct go-no-go reviews with COO
• Solicit subcontractor and/or supplier information & pricing
• Prepares bid packages, instructions to bidders, bid form and other bid solicitation information as required.
• Performs and/or manages the quantity survey and pricing effort for internal budgets.
• Prepares bids and also design/build bids based on minimal information.
• Reviews general conditions, schedule, scopes of work, hoisting plans, site logistics and other exhibits as prepared by Operations.
• Ensures the flow of project information is maintained and documented.
• Reviews and/or manages the review and scoping of specialty contractor bids.
• Coordinates technical proposal requirements with Marketing Department.
