Job Description:

The

Oregon Health Authority (OHA), Public Health Division (PHD), HIV, STD, TB

(HST) section in Portland, Oregon, is seeking a Medical Monitoring Project Data Analyst. This position will involve conducting data collection efforts, leading and planning local survey design, and providing research and evaluation strategies to support the Medical Monitoring Project (MMP).


This is a full-time, permanent, classified position and is represented by a union, SEIU Human Services.


What will you do?

As the Medical Monitoring Project Data Analyst, you will contribute to the research and evaluation initiatives in support of the Oregon Health Authority’s (OHA) HIV Surveillance Program within the HIV/STD/TB (HST) Section.

The Medical Monitoring Project plays a critical role in providing state and national estimates regarding health care utilization, quality of care, severity of need, and the effectiveness of prevention messages for individuals living with HIV. The information gathered in this role is essential for informing evidence-based policy and funding decisions and for guiding treatment services for individuals living with HIV/AIDS in Oregon and across the United States.

Key responsibilities of this position include gathering and compiling data through the recruitment and interviewing of MMP study participants living with HIV, abstracting data from medical records, and leading data cleaning, analysis, and dissemination activities to support the Medical Monitoring Project and HIV Surveillance. In addition, this role provides data management expertise and operational support for data collection and analysis, utilizes data findings to make recommendations for program improvements and further studies, and presents these findings to both internal and external partners. Furthermore, the analyst will be responsible for maintaining and transmitting all necessary data to the U.S. Centers for Disease Control and Prevention (CDC) and leveraging knowledge of MMP databases to facilitate data analyses.


What we are looking for:
Minimum Qualifications:

  • A Bachelor's degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports
    OR

  • Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.

Desired Attributes:

  • Bilingual Spanish/English is preferred.

  • Experience performing confidential interviews with diverse individuals to gather health information.

  • Experience working with medical terminology and medical records.

  • Experience working with at least 2 years of biostatistical methods for analyzing data from research or evaluation projects, including survey data.

  • Experience interpreting results from analyses.

  • Experience with statistical software (SPSS, SAS, STATA), data management, and data visualization.

  • Experience creating, promoting, welcoming, and maintaining a culturally competent and diverse work environment.


Working Conditions:
The work of this position will be on site at the Portland State Office Building located at 800 NE Oregon Street, Portland, Oregon, or an agreed upon remote location. Work location can be changed at any time at the discretion of the hiring manager.


Travel may be necessary for meetings, the occasional training sessions, and for other project needs.

  • The salary listed is at the non-PERS rate. Public Employee Retirement System (PERS) eligible employees will have their base salary increased by 6.95% and pay the 6% employee contribution to PERS.
