Job Title: HIM Operations Release of Information (ROI) Manager

Position Summary:

Under the direction of the Director of HIM Operations, the HIM Operations ROI Manager provides leadership and oversight for daily operations of Release of Information (ROI) services in a multi-facility, academic healthcare environment. This position ensures timely and compliant processing of requests for medical records from patients, healthcare providers, legal entities, insurance companies, law enforcement, government agencies, and internal departments. The Manager monitors productivity and quality of staff and vendor services to support patient safety, timely billing, regulatory compliance, and superior customer service.

This role also serves as the Privacy Liaison under the direction of the organization’s Privacy Office, conducting assessments, reporting findings, and responding to investigations or complaints related to patient privacy in alignment with state and federal regulations.

Key Responsibilities:

  • Oversee daily operations of ROI services, ensuring compliance with HIPAA, state and federal regulations, and accrediting standards.
  • Supervise staff and vendor performance, maintaining productivity, quality, and turnaround time standards.
  • Collaborate with Legal, Privacy, HIM, Nursing, and Administrative departments to support organizational goals.
  • Serve as the primary hospital contact for ROI-related inquiries.
  • Conduct privacy assessments and provide reports to the HIPAA Privacy Officer.
  • Respond to investigations from regulatory agencies and address patient privacy complaints.
  • Develop and implement efficient workflows, performance monitoring, and accountability programs.
  • Lead hiring, termination, corrective action, and performance review processes.
  • Assist with HIM Operations budget planning, monitoring, and vendor contract management.
  • Support system implementations, upgrades, and training initiatives to ensure optimal operations.
  • Promote a culture of collaboration, customer service, and continuous improvement across HIM Operations.

Qualifications:

Education:

  • Bachelor’s degree in Health Information Management (HIM) required, or equivalent experience (two years of HIM leadership experience for each year of education, up to eight years).

Experience:

  • Proven leadership experience in HIM Release of Information operations.
  • Experience managing multi-facility or shared services HIM operations preferred.
  • Demonstrated experience in team-building, process improvement, and staff development.

Licensure/Certification:

  • RHIA credential required.

Knowledge & Skills:

  • In-depth knowledge of HIM operations, compliance requirements, and revenue cycle management.
  • Strong understanding of HIPAA, Joint Commission standards, and state/federal regulations.
  • Ability to develop efficient workflows, train staff, and resolve operational issues.
  • Proficient in electronic medical records, Microsoft Excel and Word; experience with Epic HIM modules preferred.
  • Excellent leadership, communication, collaboration, and customer service skills.

Supervisory Responsibilities:

  • Provides leadership, direction, and oversight to ROI operations staff and supervisors.
  • Manages staff performance, workflow efficiency, and compliance with policies and regulations.

Information Management:

  • Ensures compliance with regulatory and accrediting requirements related to managing health information.
  • Collaborates with Information Services, Legal, and Compliance departments to optimize HIM Operations.
