Job Title: Tax Compliance Manager – Affordable Housing

Location (city, state): Dallas, TX

Industry: Property Management / Affordable Housing

Pay: $80,000 – $100,000/year (based on experience)

Job Description:

This full-time, on-site role is responsible for overseeing regulatory compliance across a portfolio of affordable housing communities. The Tax Compliance Manager plays a key role in ensuring adherence to Low-Income Housing Tax Credit (LIHTC) and other affordable housing program requirements. This position involves preparing for audits, maintaining thorough documentation, and providing guidance and training to on-site staff. Success in this role requires strong knowledge of compliance regulations, excellent attention to detail, and the ability to operate independently in a process-driven environment.

Key Responsibilities:

  • Conduct detailed reviews and audits of resident files to ensure compliance with LIHTC and other housing program guidelines
  • Manage documentation and reporting to support successful agency audits, including coordination with regulatory bodies like TDHCA
  • Partner with property teams to reinforce compliance standards and implement program requirements
  • Deliver training and ongoing support to site staff on evolving regulatory updates and best practices
  • Oversee the processing of compliance-related submissions, including move-ins, annual and interim recertifications, and unit changes
  • Ensure adherence to the requirements of multiple funding sources such as HUD, Section 8, and Rural Development
  • Act as the primary liaison for compliance inquiries and communication with external regulatory agencies
  • Provide leadership and direction to one direct report (Compliance Specialist), supporting their performance and development

Qualifications:

  • 3–5+ years of experience in affordable housing compliance
  • Prior experience managing compliance from a corporate or high-volume property level
  • Certifications preferred: HCCP, COS, or TCS
  • Strong familiarity with TDHCA regulations and audit processes
